Property buyers in Singapore will face a more reliable market starting in 2027. The Council for Estate Agencies (CEA) will launch a new platform designed to verify the authenticity of online listings, aiming to eliminate the prevalence of fake or duplicated advertisements. This move follows a push by the government to clean up the real estate sector, which has struggled with misleading practices for years.
Sun Xueling, Senior Minister of State for National Development and Transport, announced the details at the Singapore Estate Agents Conference 2026. She stated that the CEA has built upon the work of the Alliance for Action on Accurate Property Listings to create this verification system.
The platform will verify listings for authenticity next year, addressing a concern shared by both agents and consumers. This system should help reduce the time buyers spend looking at units that do not exist or have already been sold. It also aims to stop agents from posting the same property multiple times with slightly altered titles or photos to dominate search results.

Currently, it is common for agents to scrape photos from other sources without permission or create attractive listings for units that are no longer available. The goal is to create a standardized database where every advertisement can be checked against reality.
While these practices are widespread, penalties are often inconsistent. There are few public cases where agents are prosecuted for misleading listings, which may explain why the behavior persists. In one notable case, property agent Terrence Lin was the first to be prosecuted for creating a fake listing with a lower price to bait consumers. He was selling a $4.8 million semi-detached unit at Whitley Residences. His fake listing was so convincing that another agent copied it, leading to Lin’s own complaint and eventual prosecution.
Despite such cases, the sheer volume of deceptive listings remains a persistent issue in the market.
The gap between common deceptive tactics and effective enforcement creates a significant hurdle for genuine buyers. When a prospective homeowner searches for a home, they must constantly second-guess the validity of what they see online. This uncertainty forces them to contact multiple agents to confirm details, delaying the process and adding unnecessary stress to what is often a major financial decision. A centralized verification tool would shift the burden of proof back to the seller, allowing buyers to trust the listings they view.

The government is also looking at other ways to modernize the real estate sector. The CEA is a statutory board under the Ministry of National Development, created in 2010 to professionalize the industry. Officials are studying whether to publish consumer ratings of agents on the CEA Public Register. This would make it easier for buyers to see feedback on agents before engaging them.
Another proposed measure involves requiring agents and clients to sign an Estate Agency Agreement before starting work. This step would clarify who is paying the commission and provide a clearer paper trail if a dispute arises. The CEA is also exploring whether consumers can list their own properties directly on portals, giving those who prefer to transact without an agent more visibility.
Regarding public housing, the government is looking at making the HDB Resale Flat Listing service—the “RFL service”—the default for all transactions. Since its launch in May 2024, more than 12,500 verified HDB listings have been published, with over 60 percent of those flats proceeding to complete the resale transaction. However, this would not replace existing property portals or the right for agents to advertise elsewhere.
