Abu Dhabi’s government agency for major projects has formed a collaboration with The Boring Company, the tunneling firm established by Elon Musk, to explore advanced underground infrastructure solutions for the emirate. The alliance was revealed during the LIVEX 2026 conference, where representatives examined how sophisticated tunneling methods might enhance transport networks and utility systems in Abu Dhabi.

The initiative comes as part of Abu Dhabi’s broader effort to upgrade its infrastructure, with the Projects and Infrastructure Centre (ADPIC) managing a portfolio valued at $56 billion.

By implementing underground transport corridors, the city can alleviate surface congestion, optimise land use, and potentially reduce environmental impact often associated with traditional above-ground expansion projects. This approach aligns closely with global trends in smart city development, where subsurface infrastructure offers a viable avenue for addressing the complex complexities of rapid urbanisation. For critical utilities, the deployment of underground conduits can protect essential infrastructure from environmental elements and streamline maintenance operations.

ADPIC’s existing $56 billion infrastructure program includes significant upgrades to transportation and utility networks, but officials stress that underground solutions could provide greater long-term stability.

This strategy provides a more robust and resilient framework for essential services, supporting the long-term reliability required by a growing metropolitan area.

The exploration of these capabilities with a company renowned for its innovative tunnelling methods positions Abu Dhabi at the forefront of urban infrastructural evolution and technological adoption.
