The Housing & Development Board will launch approximately 19,600 Build-To-Order flats in 2026 across three sales exercises in February, June, and October. These launches will span various towns and will feature a mixture of Standard, Plus, and Prime flats.
Over 4,000 of these new units will have shorter waiting times of under three years, with a similar volume of shorter-wait flats projected for 2027. National Development Minister Chee Hong Tat announced that the HDB is on track to achieve its target of offering 55,000 flats between 2025 and 2027, with 127 housing projects currently under construction.
The government has expressed readiness to increase the supply beyond this target if housing demand remains strong. Recent indicators suggest that application rates for BTO flats have already dropped significantly from a median of seven applicants per flat in 2020 down to between 1.1 and 1.9 in 2025, alongside a stagnation in resale price growth in late 2025.
The steady housing supply provides a foundation for the Ministry of National Development to conduct reviews on critical policies, such as raising the BTO income ceiling, lowering the eligibility age for single applicants, and adjusting the 15-month wait-out period for private home owners downgrading to resale HDB flats.
The Bedok Bayshore October 2026 BTO plot sits right along Bayshore Drive and Bayshore Walk, placing the station just a brief walk from your doorstep. This upcoming BTO project in Bedok is exceptionally well-located for public transit connectivity, directly adjacent to the upcoming Bayshore MRT station.
Offering a total of 860 units, the estate features a targeted flat mix consisting of 350 units of 2-room Flexi flats and 510 units of 4-room flats. The substantial allocation of 2-room Flexi units makes this location highly attractive to seniors, singles, or smaller households looking to downsize or own a home in a premium coastal precinct.
A massive upcoming BTO development in Bedok occupies a highly strategic plot bounded by Bayshore Road and Bayshore Drive. This project presents an expansive selection tailored heavily toward singles, seniors, and smaller families, with a generous total of 1,640 units.
In Geylang, a BTO development is bounded by Jalan Anggerek and the under-construction Merpati Road, boasting outstanding public transit connectivity situated just stone’s throw away from Mattar MRT station on the Downtown Line. It is essential for residents to consider home security when choosing a new place to live.

In Sembawang, a BTO development is situated in a growing residential pocket bounded by Sembawang Drive and Admiralty Lane, but public transport connectivity for this location is not great, with the nearest MRT station being Sembawang MRT station on the North-South Line, still quite a few bus stops away.
In Tengah, a BTO development is situated in the Plantation precinct, bounded by Tengah Garden Avenue, Plantation Close, and the Pan Island Expressway (PIE), with public transport connectivity expected to be stellar with the Jurong Region Line (JRL) that’s still under construction.
In Toa Payoh, a premium BTO development occupies a city-fringe plot situated right beside Toa Payoh Rise, Toa Payoh West, and Toa Payoh Link.
For those affected by these developments, the increased supply of BTO flats may provide more options for affordable housing, potentially easing the pressure on the resale market and giving buyers more flexibility in their choices. The HDB will continue to review and adjust its policies to ensure they meet the needs of different groups of buyers.
The authorities are exploring good designs to build more 5-room flats for larger families without reducing the total supply elsewhere. They are also considering adjustments to the 15-month wait-out period for private home owners downgrading to resale HDB flats, which will help to create a more balanced housing market.
The completion of the Bidadari estate, with 8,872 flats across 12 developments, marks a significant milestone in the HDB’s efforts to provide affordable housing. Essential community amenities, including the Woodleigh Mall, a hawker centre, and the 13-hectare Bidadari Park, are fully operational, providing residents with convenient access to daily necessities.
A decade after its initial BTO launch, all public housing projects within the 93-hectare Bidadari estate have officially been completed, and approximately 98% of these home buyers have already collected their keys or moved in. A memorial garden commemorating the area’s history as one of Singapore’s oldest cemeteries will open in early 2026, followed by the full opening of a heritage walk later in the third quarter of the year.
